That brings back memories, it's the same set up on destroyers, I had a bottom rack too, I remember putting out one foot to keep from rolling out in rough seas.
Its amazing you'd keep all your belongings in the coffin locker (thats under the bed) and the 1/2 normal size stand up locker.
13 years ago that was my life, plus a whopping $680 a month.
