SSX - As for the ice, you don't normally need to worry unless it is in an area where it will cause damage as it expands as it freezes.
As for the paint, I would try what John says and wet sand a small area to see if the shine comes back.If you are bent on painting it, I would go with a 1 part Poly boat paint like Easypoxy or Brightsides.You could buy a gallon of primer and do the whole boat, a gallon of off-white for the hull and cockpit, a quart of color for the topsides. Do a good job cleaning and prepping.I would try to spray it if you can get your hands on a compresser/gun.Many years ago I even sprayed an old 14' Glaspar that I owned with a Wagner airless sprayer and it came out really nice once you got the pressure/tip/atomizer set up. If not, rolling/tipping looks good too.I think this would be the cheapest way to get a decent looking job that will hold up pretty well.
