Never seen Hens and Chickens that tall, that is not to say that it is not. It is a very common plant in gardens and rock gardens and die back a lot but reproduce readily. Where did you get it? Can you see parent and how does it look like it spreads. Looks like a succulent though.

If so it should be very easy to root as most are. I don't think I would soak it though. Are there any roots at all? Might just stick into some moist soil in a pot and see. It is an outdoor plant right? Really not sure what you have there.
