Alternate lifestyle jokes aside, the water temps in CC Bay are affected by the prevailing summer wind ( one of my fav Frank Sinatra tunes) which is southwest and warm. Also offshore currents change with the summer and warmer water comes in from offshore as well.
This wind pattern blows warm surface waters across the bay to the Wellfleet, Truro and Provincetown shorelines (that's why bluefishing is so much better over that side of the bay and the old charter skippers knew this)
This mass of warm water spawns plankton blooms wich draw the sandeels ( tons of sand eels just off the Long Point/Wood End/New Beach sections) about a 1/2 mile offshore.
This is where those guys use Salty's smaller needles to such great affect. It's match the hatch fishing!
