I am not here to defend the @$$ holes that show up and feel that they own the ocean because they surf. I am warning you that I know some of these types of people who just dont see both sides of the battle. I have never gotten in a fishemans way, and never had a surfer take away my spot (mostly because I do not fish in big surf because its rare and im surfing).
These guys have a militant localist attitude on some spots, and it can get people hurt. Sounds dumb, and it is. The ocean is everybodys, but it may not be worth your while to toss a plug at someone if youre alone and theres 4 or 5 surfers that show up.
As for pulling a gun, little extreme. That could get you in a lot of trouble brandishing that thing at a surfer after you just tossed a plug at him or her. Pulling a lethal weapon, loaded or not, should be the last thing you would think of doing in any situation because u never know who that surfer could be. (aka a cop, service man or woman, your neighbors kid etc.)
The fact still remains that there are more places to fish than there are to surf. Most of the surfers that do this crap are not local unless its a really good swell. If youre a local to the spot chances are you may get to know the surfers and maybe have an understanding with them to avoid the conflicts. Just remember surfers know when theres good surf in a spot, and fishermen have no idea if theres going to be fish.
