They will if those sport fishing guys are from Costa Rica and that commercial boat is not,,,,,
Besides sport fishing in Costa Rica is Big Money Tourism and I am sure the Govt. does not want that ruined.
Not to mention the harassment of U.S. flagged boats,,,, Thats a no no anywhere in the world,,,,
