My understanding of state employees and sick time, and someone correct me if I'm wrong, is that if it's not used, it accrues. They are either going to take the time off or get paid for it. The state has already budgeted the sick time and the cost of replacing the employee. It's not hurting the Commonwealth if someone calls out sick.
I think the state employees who are showing up for work and not doing anything are the ones who should be investigated.

When he called in sick his position is not filled either, so no one gets paid O.T. to fill his spot, I doubt. I could be wrong. But they do get to save thier days from when they start until they retire or separate from service.
