That's sort of my point. I can't in good faith blame the individual for wanting to better their life of care for a family. There is a solution by regulating the businesses that give them jobs and take the fact that they're here seriously. This does require that we admit there is a value to have them here though.
Combine this with better border security (no fence though) and we have a workable long-term solution where everybody wins.
