You would be suprised how many don't know the regulations or don't obey them.
We witnessed this yesterday with a smaller center console on the sw corner.
This boat had a fish tail roped tied off on each side on the boat and they stayed tied off for over an hr. Surely neither one was getting released !
Sure enough each fish was hauled into the boat to be taken home,
Maybe the guy didn't know, maaybe he didn't care
