Sorry, Mayor Mike, but the law doesn't say any such thing. What you
should do and what the law
requires you to do are two different things. You can't obstruct justice, but no law I know of requires anyone to call the police if they witness a crime.
Mayors without law degrees and a certificate of admission to practice law shouldn't be expounding on legal matters.
