mermaids were originally thought of as creatures who lured ships too close to shore where they crashed on the rocks. As best as we can tell , it had its roots in the songs that the wind sometimes generates at very stormy areas like large points of land. these areas were typically stormy and rocky and had seals resting on the rocks. if you've ever seen seals , especially the grey ones , they sure do look like a person is looking back at you from the water. so combine the thoughts of a tired sailor , a year out at seas , longing for a babe , rounding the tip of South America where the wind howls and sings and the seals look back at you from the rocks and magically , they see Mermaids. they sail in to get a better look and then get caught in the currents and crash on the rocks. All sounds logical to me.
