I've always played where if you are given the "go", you get one peg, and since you're closing in on "31", if you can play additional cards for points before/until you reach "31", you take those points as well.
For example:
You get a "go" at 24 after you played a 10, your opponent played a 10, and you played a 4. You have a 3,2 and ace remaining.
You would get a peg for the "go" and then get to continue playing whatever cards you can before reaching "31".
By playing the 3 and 2 you would get three pegs for a run of 3, and then playing the ace would get 4 pegs for a run of 4.
The last card is only awarded if you don't play the last card on a "go".
Usually, the person that got the "go" won't be the one playing the last card.
