Agreed. I think we should do it with the illegal Mexican Boarder hoppers as well.
Quick side story...
I was at #^^^^&'s picking up some gear and I started chatting with a guy buying a wire trap. I asked him if he had a raccoon problem, "No, squirrels" he says. This guy then goes on to tell me about how he spray paints the tails that neon orange color and then takes them off deep into the woods. If they show up again and he sees the orange, he shoots them.
Now, the illegality of transporting a wild animal aside, I think this is a fantastic idea. Tattoo the bastards and if seen again, *bang* they're done. None of this taking enemy combatants prisoner a second time. Illegal boarder hoppers may start thinking twice - and they're illegals, thus technically have no right to due process under our constitution.
But I've always been a fan of restricted zones at the Boarder where anything that moves is given one change to turn around and head back the way they came, then is shot on site.
