the problem with that IDEA is that hostile insurgents or terrorists cannot be compared side by side to illegal aliens that come to America to pick oranges, apples, strawberries, or any other crop.
the enormous agricultural areas of the west dictate the necessity of hiring cheap labor because the legal immigrants will
not do the work. Those guys can earn more in a single afternoon illegally then they could make in an entire month legally ->so why would they?
restricted zones don't work either because you can just tunnel under them. PEOPLE can easily manufacture false identification
to cross the border legally and then work here illegally.
