its corrupt, the update software is not seeing the update. Uninstall .NET framework and restart. if that doesnt work, go to the microsoft site and do a search on .NET framework errors. It may just tell you what the problem is. This problem is usually more involved than just an uninstall and reinstall but stranger things have happened
