The fact of the matter is that this kid probably doesn't know any better. There was good article in GQ last month on the issue. The pirates are bringing a lot of money into the communities and providing food and support that the people can't get any other way.
They are seen as modern day Robin Hood's.
That doesn't mean his actions are justified at all. It does mean that making an example of him will do nothing to help the situation. Only addressing the root causes, a terribly weak Somali government and the pirate leadership who's directing the pawns will ever improve the situation.
