Certainly a step in the right direction. My fear is that the sea herring lobby will use low percentage river herring by-catch numbers from recent years when the overall TOTAL river herring numbers are low (driven in part by earlier higher by-catch), to convince regulators they are not a major part of the problem. Once they have wiped 'em out they can point and truthfully say, "look, we hardly catch any!"
