Depending on where you saw it Joe it could possibly be blackfish (tautog), too exhibiting pre-spawn behavior -
They do roll on the surface and do a little love boogie before bumping uglies - there's a couple of spots where you can see them rolling early in the morning and it's usually this time of year depending on water temps - I've seen it firsthand and a friend of mine is the retired principle marine biologist for RI - and he's confirmed it too in his research
That's why they close the blackfish season for June - so they can honeymoon undisturbed...
