If your paralegal read the section, it states employers must offer the government plan along with any private plan or be subject to a payroll tax. It's very clear. Section 313 only deals with employers who offer medical plans. And in the case of employees who choose the government plan, the company has to pay the government whatever portion they would have paid to their private insurance company.
