How do they enforce the rule that prohibits targeting bass in the EEZ?

I'll tell you how--if you're fishing a location, and fishing for "bluefish", and on 20 drifts you catch 20 bass, and you keep on setting up drifts and catching bass, they can prove that you're targeting bass.
