I think he's under pressure from Hilary and the Dept of State to find a way to side-step the Karzai administration. Hilary Clinton's been openly critical of the Afghan government for quite a while - she very much dislikes Karzai.
What they really wanted was to see Karzai depart, but that did not happen. Don't be surprised if Karzai gets shot soon.
