Most likely they were either farm raised or come from a state that allows taking fish that size. They can sell smaller fish in MA if they are not caught here. (yet another screwy law associated with commercialism and SB)
When I was living in VA I ordered a fish dish and a 9" whole striper was on my plate. (I measured it) I could not bring myself to eat it.
