just think for a minute......the comm.'s get one million lbs..it's over ,done. no more keeping fish for this year.
now!...what would happen if the same was for rec's..you now have a lisc....every fish you catch an keep must go in your tally book and sent in every three weeks... ok folks only 500 lbs total left to keep for the season....season over..rec;s went over the quota by 13,000 lbs..that comes off next years take....so for the rest of the year it's catch an throw back.
FAIR?...I think so....both sides are now even.The fish get a break from everyone.
