inneffective NMFS/USCG fisheries enforcement programs,
industrial menhaden seiners,
farmers using unsound fertilizing practices,
livestock operations allowing underprocessed animal waste to contaminate the Chesapeake,
rogue gillnetters,
EEZ poaching rec or charter boats,
biased DMF leaders,
unscrupulous recs who violate bag limits or size regs,
and, yes, recremmercial striper fishermen in MA.
