Hey Flyrod..I have been chartering for 20 years in the gulf of maine..If you want to fish in the GOM closed area the letter is for a YEAR! The rolling closure letter is just that a rolling closure letter...sure you can get that letter buit don't get caught east of the 13750 line on the middlebank...or that little letter you are toting around is useless...
