This happens up and down the whole coast. I talked to a captain last year that said when they are dragging around here its not uncommon to have 5-10 thousand lbs of bass in ONE tow as bycatch, all go back dead. Just think that is one tow by one boat extrapolate that to the entire coast and the number of fished killed as bycatch by draggers/trawlers is astronomical.
