That's not uncommon at all. We've seen 20 to 40# striped bass floaters as far as the eye could see on the way in from fall tuna fishing. It happens when the pair trawlers are scooping up herring inshore. IIRC, there have been videos posted on the internet showing this.
And, it's not illegal, it's just obscene.
