Reality is that if fishermen were not restricted in harvest (quotas, size limits, restricted areas, etc.), whether commercial species or recreational species, they would catch all that they could to maximize profits (commercial) or available food for themselves and their family and friends (recreational). It's called the Tragedy of the Commons, and it has happened in every exploitation of a natural resource, whether trees, fish, bison, turkey, etc.
