.......the commercial discard.....recreational/charter release mortality..numbers are already applied to the resource removal pie-factored in for management plan...........no need to use such numbers to fill com/rec take numbers.............my point is to do a partial utilization of said dead fish to feed people........food is honorable use of striped bass(and other fish for that matter).............
