This might help on Question 3....
from the DMF regulations
"Vessels permitted as both for-hire vessels and commercial vessels may not engage in commercial fishing activity for groundfish species while engaged in for-hire fishing activities [CMR 7.01]"
which sounds like if a commercial vessel is taking out people to recreationaly fish they can't be Commercial fishing at the same time.....so you can rec fish from a commercially registered boat....just can't do both at the same time
