It's the way the system was designed. Let's not let critics exaggerate the case. It is no accident, legislation at the federal level is supposed to be difficult. Tip O'Neil said it best, all politics is local, and a country the size of this one, it is so believed, is best governed from that character. It's the meddling long drawn out problems that the seem to gum up the works. On the other hand the system seems adept at solving acute problems.
