They are what's called "lipid soluble". They dissolve in oils/fats, and thus are stored in the fatty tissue of the menhaden, striper, human etc.. That's why we are warned not to eat the fatty darker meat of bass, blues, swordfish, etc..

Menhaden not being carnivores would not be nearly as susceptible to bioaccumulating PBCs as predatory fish, but still....
