I like the branding idea. Sort of like "the scarlet letter" for true scumbags. They only concern would be that they might consider it a mark of "courage and bravery", like bullet wounds to gangbangers.
How about suturing (stitching) their peehole shut?
Nothing will freak them out as much as not being able to go, and having to "cut it" in order to relieve themselves.
