If you get there say an hour and a half before low tide from the chart , you can watch what's happening and then you'll understand it. It doesn't happen the way you think it will. You can fish while you are watching too so its not lost time. Its a fascinating think to watch and well worth you time to go look and learn so you can do it yourself in the future instead of just asking for a single time on a single day.
Print out the month of june from the link above and take it with you whatever day you go scouting. Having the chart will also help you understand as you watch what's happening.
Also , don't think you only fish slack for a moment in time. If your goal is surface plugging , you can do that for quite a while before and after actual dead stopped slack.
