Went out on a half day fluke party boat.The bait was rotten and scarce.Saw 3 fluke come over the rail the whole trip.I didn't tip the mates.I didn't catch a fish.I barely got any bait and wasn't impressed.Was I wrong ? Do different rules apply to party boats ?
