Under federal law, every saltwater angler must be registered. It can be done via the Federal Angler Registry (register online at www.countmyfish.noaa.gov) or through a state license. The Rhode Island license gives everyone the option. Anglers can register for $7 with Rhode Island or use the Federal Registry. Either will be accepted.
