Its all how you look at it.....you could say they charge the Resident a reduced rate instead of saying they are charging the out-of-stater a higher rate.

The resident is paying taxes to the state already so they should see some kind of benefit from it.

of course I live in MA and pay Maine state taxes......but can't get a residents license up here....DOH!
