These are discarded SB from what are called "netters" in NC. Most are gill netters and are completely allowed to fish gear that can catch much more than they are allowed to keep. The beach seiners are also on the same quota and cull in the same manner. They each can haul a net with 500 Stripers, cull out the largest 100 (I think that is their number per day) and cull or toss the rest overboard.

Every EAst Coast State has three commissioners that participate at ASMFC where SB regulations are approved. Call your state DEM/DMF and be pissed off.

All in NC State waters nice and legal this year. Simply sickening.
