If they intend to only work in Wash. for a short time, do they change their address and be subject to these type of laws or do they not change their address (and what address do they use) and be accused of living somewhere and having their address somewhere else?

its funny when you think of Hillary, who had no connection with NY, moves there and gets elected senator! I would imagine each state/city has its own rules. This sucks for Emanuel who had a major, powerful post and now doenst have anything.
