PB Blaster? Good stuff. I'd suggest Brake Clean type products.

You might try backing a little with the ebrake on, forward, back, spray, etc... If you have a manual and you use it frequently its less likely to seize but the oversand (salt) stuff we do is harsh on them. Not sure how Tacomas are these days but they were notorious for rusty parts under normal conditions 15 years ago when I worked with them. Could also be a cable clip that is preventing full extension of the mechanism but most likely the ebrake mechanism at the rear.

Ironic how typical Tacoma problems are still happening 20 years later.
