This time of the year I am looking at water temps. Once they hit a certain point the fishing really turns on, the opposite is also true in turning the fishing off when temps get to cold. Temps plays a key part in the migration and also forage that is in your area. You can have all the bait in the world yet that water temp is to high, thus you need to target cooler water better tides etc to help bring the bass in. When the water temps is good I would then be looking for bait. It is really a cat and mouse game and keeping a log will really help you figure out what bait comes into your area when and around what water temps. This past year for example the water got very warm around my area and that is one of the reason I think the fishing was off, when the water gets to warm everything is moving out to cooler water including resident fish.
