Watch, they do this survey/study and determine that the seals will "require" total access to many of the fishing shorelines around the cape for BREEDING grounds, and that THEY have precedent over the beach and fishermen can go pound sand!
I'd rather have them do a study on how a seal can best be cooked!
That would be a better option.
