My thoughts are that the plovers are in more danger from predators than people responsibly using/driving the beach. They would probably be much better off with people around to try and chase off the predators. There are many ways to keep the nesting and fledging areas safe from people use without closing the entire beach, but keeping safe from natural predators probably takes a human presence.
