The 22 is not too small for fishing off the rocks. In my opinion the 27 is over kill. A 25 is prob a good compromise. I fish exclusively from rocks/boulders with a 22 and it is perfect. I don't need any more reel than that. It is on a 10 ft superSurf. And it holds plenty of line.
