If you have a license from MA, RI or CT you don't need the federal registration to fish in federal waters. You are also covered by the RI and CT license to fish in NY as long as the water you are in is "adjacent" to RI or CT. A MA license is no good in NY., but you can sign up for the FREE ny registry and be covered whever you fish in NY.
