Basic Patrick, I realize Stellwagon is in the EEZ but I said Cape Cod Bay not Massachusetts Bay. The map I saw shows clearly that you can run a boat from Billingsgate shoals straight over to Plymouth harbor with bass on board and not worry about being in possession of bass in the EEZ. Buzzards Bay also has places that are more than 3 miles from shore but the whole bay is safe and none of it is considered the EEZ I believe.
