What do you think the best way to guarantee fund allocations would be ?
Policing of catch ?
Policing of license held ?
POlicing of the coffers ?
Policing of the police ?
State to State coordination ?
Look forward to some feedback. I have been discussing the same things for a few days at another thread here.
