This seems designed to deter amateurs. A professional will love that his costs are already spelled out by this law and with a first offense he needn't even pay for legal expenses.
Why no stipulation about loss of license. Why wait to confiscate equipment until the second offense? Don't you lose your rod in freshwater if caught poaching the first time? Why no MANDATORY loss of boat for the second offense? Doesn't this leave leeway for a judge to go easy?
The DNR busts their butts to get these convictions. $100/fish and back to work seems very lenient to me.
