if you are a resident of another state, but are a landowner in RI, would you be charged the out of state fee? freakin' RI! just keep s#^&#^&#^&#^&#^&g us dry. eventually people will smarten up and fish elsewhere....... hmmmm maybe that won't be so bad. i'll have it all to my self....... excellent!
