I agree with Chris, I use plumbers putty, dries rock hard and is sandable for large nicks. If they are not huge, I would seal the plug, let it dry and then coat with e-tex. this will fill any blemishes, and also give you a glass clear starting point. Prime, and then paint away.

just my humble opinion, but has worked well for me.
